Duvet covers are like a pillowcase for a down quilt or comforter or duvet (all mean the same thing). They keep the quilt or comforter clean. In Europe, a duvet often takes the place of a top sheet and the cover which usually closes with buttons along one end, is removed from the comforter and washed. in hot weather you store the duvet and just use the cover. They can be made out of any fabric, much like a bedspread. You can change the look of the room by simply making or buying a new cover for the duvet or comforter. Your investment is in the high quality comforter that makes the duvet cover full and fluffy. Now days they even have faux down comforters for those who don't want to spend $$$ on down or who have a feather allergy. I've put a link to some examples. If you have a comforter that you're tired of, a duvet cover may be just the thing to change its look.

A duvet is a plain white comforter, usually filled with down and somewhat expensive. A duvet cover is then like a pillow case that the duvet goes into. That way, you can wash the duvet cover whenever it gets dirty and you don't have to wash the duvet itself. And, when you get tired of one pattern, you can get a different cover and change it completely without having to buy another duvet.
